Presided by Chaptal, assisted by de Gerando, Costaz, Jamard, the Comte de Lasteyrie and the duc de Doudeauville, the Société d'encouragement pour l'Industrie counted among its members the most important representatives of the industrial and commercial interests of the age. The society proposed for four consecutive years (1827-1830) 35 prices with a total of 115,000 francs, for proposals which would lead to improvement in the 'arts mechaniques, la chimie, l'agriculture, l'économie', or inventions of importance in one of these areas of commercial or industrial activity. The text details the subject for each price and as such gives outstanding information on the actual situation in the mentioned fields. For exemple: for the Arts mècaniques there is a 'prix pour la fabrication des briques, tuiles et carreaux, par machines' and the text outlines the current situation and the use other nations make of such machines and details the specific requirements to be in competition for the price. For the Arts Mécaniques, as for the other subjects, several inventions or improvements are asked for or suggested and in all instances the text outlines the current situation, and describes what is wanted i.e. Agriculture: Pour la construction d'un moulin propre à nettoyer le sarrasin, Pour un semis de pins d'Ecosse (pinus rubra). Arts Chimiques: Pour le prefectionnement des fonderies de fer, etc. etc. The folding table is a recapitulation of the main subjects and the desired inventions, dates for submitting the plans and proposals, and dates for the distribution of the prices and the prices themselves. In this his principal work Serionne rejected the Physiocratic theories of production and taxation; he also refused to accept the prevailing opinion that the population of France was diminishing rapidly. He strongly believed that the discovery of America had stimulated European agriculture and industry, improving levels of employment and that colonial commerce had itself contributed to an increase in the population of Europe (See: Spengler, French Predecessors of Malthus, pp. 315-321). After having run into serious difficulties in France, the author was forced to leave France. Claude-Anthelme Costaz was one of the founders, in 1802, of the Society for the Encourement of National Industry (Société pour l'encouragement de l'industrie nationale.) He was also the one commissioned to produce statistical tables concerning manufactures and industry. He produced three of them which showed the situation and its development with the dates 1789, 1800 and 1812 as the three different points of measurement and comparison. This is the main work of Goudar. It was used by the demographer Süssmilch in his Die goetliche ordnung. Voltaire had a copy in his library and Diderot wrote about the book in a letter to Sophie Volland. Preceding Mirabeau's L'Ami des Hommes by a few months, it marks an important date in the history of political economy, and made Goudar one of the leading figures of the school of 'des agrariens et populationnistes', not to be mixed with the Physiocrats, which they preceded and with whom they disagreed on various points. 'Of the pre-physiocratic French writers who approached the population problem in terms of agricultural values and reforms, Ange Goudar (1720-1791) was the most important' (Spengler, French predecessors of Malthus, pp. 56-67.) Spengler's analysis is elaborate and shows the crucial importance of this work. 'Avec Herbert, il annonce directement les physiocrates. Alexandre-Maurice Blanc de Lanautte, Comte d'Hauterive, was diplomat and economist, born in Aspres (Hautes-Alpes) on 14 April 1754. He went with Choiseul-Gouffier to Constantinopel, spent some years in New York, and returned to France in 1798 and started working for the Ministry of Foreign Affairs. From the 18th Brumaire to the fall of the Empire he was involved in all the major negociations of the period. - Small hole in half-title, occasional light spotting, small library stamp on half-title, a very attractive copy. Chambord consistently rejected. In 1886 the count was expelled and from then on lived in England until his death. - First and last leaves with some spotting. Casimir-Pierre Périer (1777-1832), banker, political leader, and minister. With his brother Scipion, he organized and directed the banking house of Périer and Frères in Paris, and they moved into insurance, textiles, sugar refining, flour miling, iron, and coal. Both served as regents of the Bank of France. In 1817 Casimir won election as a deputy of Paris, and he sat in the Chamber of Deputies from that day untill his death in 1832. Originally a member of the government majority, he was, after 1820, increasingly alienated by the politics of the ultraroyalists and shifted into the opposition. In March 1831 he accepted the king's call to head a new conservative ministry. For the next thirteen months as president of the Council and minister of the interior, he imposed his authoritarian and conservative rule on France and on his associates. He excluded the king from meetings of the ministry, denied his ministers all independence of action, restricted the political activities of civil servants, and ruthlessly suppressed popular disorder. The present work deals with the attitude of the government regarding the insurrection of the Lyon workers in November 1831. The uprising of 1831 and 1834 marked the final efforts of France's most militant preindustrial work force to secure decent incomes and a voice in the management of an industry in which their influence had steadily declined (Historical Dictionary of France from the 1815 Restauration to the Second Empire, vol. The plates deal with technical construction of the various storage places and the like. - In the first volume the half-title and title are followed by 'Précis Analytique du Traité Général des Grains et de La Mouture par Économie' (xxiv pp.), followed by the 'Avertissement' and the 'Table des Chapitres Du Discours sur la mouture économique' (iii-x pp.), then follows the 'Discours sur la Mouture économique' (pp. 1-141) which is followed by the 'Table du Premier Volume' (iii-viii). The very scarce first edition of one of the most important books on the poverty and misery of the working classes in the 19th-century. Antoine Eugene Buret had a short career (1810-1842) but what won for him chiefly the esteem of the economic world was his work De la Misère...... Buret's condemnation of the exploitation of the working classes in England was the first of its kind, preceding that of Engels, and went further in theory and analysis than Villermé in his study of France published in the same year. In this book Buret expressed and accentuated the opinions of the rising socialist school. Buret perceived the vice of the industrial system to be caused by the separation of capital and labour. Revolution is, in his view, too destructive a solution, but his own proposals were hardly less profound in their call for social change. The social consequence of intensive industrialisation were far more noticeable and more extreme in England than anywhere else in Europe, and European social reformers tended to look to England for the illustration of their theories. Buret shows in this work a clear perception of the problems and proposed well-developed and well-written theoretical solutions. As a follower of Sismondi, he criticized the liberal economy with important arguments (see: Palgrave, i, pp. 194 ff. and Maitron, Dictionnaire Biographique du Mouvement Ouvrier Français, i, p. 328.)"The development of ideas concerning the correlations between crime and poverty culminated in Buret's survey, La misère des classes laborieuses ..... After many interruptions during the Revolution, the governments of the Directory, the Consulate and Empire intensified statistical efforts. Lucien Bonaparte and Jean Chaptal established the Bureau of Statistics, which lasted until 1812. It launched a massive statistical description of France in 1801. Prefects of each department were instructed to secure from subprefects, mayors, and local savants and societies of agriculture detailed descriptive (verbal) and quantitative data on the topography, population, agriculture, industry and commerce of their jurisdiction in 1789 and 1801. This was to become a vast cooperative inquiry with a twofold purpose: to discover what change had occured during the Revolution, and to establish for 1801 a cross-sectional description of France from which later demographic and economic movement could be measured. However, the reports came in slowly or not al all. Only thirty-five were ultimately submitted, and they were uneven in completeness and accuracy. The art of phrasing questionnaires to secure precise information was just being developed. The bureau was asking too much of slender prefectoral staffs. Some harried prefects, subprefects and mayors worked hard and carefully to answer the questionnaires, others did not. Nevertheless, a mass of data was accumulated that has not yet been fully exploited by historians. (See: Historical Dictionary of Napoleonic France, pp. 455-6). He used the microscope to examine the fineness of the wool obtained and concluded in this memoir that the wool produced was of similar quality as the wool produced in Spain. These privileges are threathened by the vehement protests of the merchands from Lyon, whose principal grief is the fact that they are obliged to offer their merchandises which are acquired abroad first in Avignon before they can distribute them through the rest of the province. Debenoit responds to these protests from Lyon citing in the course of his text from many sources and thus giving an excellent short economic and legal history of both the province and Lyon.The printer, François-Sebastien Offray was the son of one of the most important printers from Avignon in the 17th century whom he succeded in 1692. Important statistical and documentary source.Dupin, François-Pierre-Charles (1784-1873), engineer, mathematician, politician, peer of France, and senator of the Second Empire. He was appointed a representative of the people after the revolution of 1848, and Napoleon III made him senator. Although Dupin began in 1827 a ten-year career as a deputy and a forty-three-year career in French political life he continued to publish throughout the 1830s and 1840s a large number of important books, most of them dealing with economic questions, the condition of the working class, and colonial affairs. Another important feature is that this industry was founded and administered by successive generations of am aristocratic family, and moreover, the enterprise was a progressive one: the family was very succesful in introducing the Dutch method of cloth making, a method which was superior to any other in the 18th century, into Bohemia, thus being a typical example of the migration of advanced technology to an under-developed country. The study is based on a collection of engravings depicting the production process in detail, and archival materials which, among others, gives insight into a little-known but important business practice, and one even used today, namely internal contracting. The third volume containing the 'Supplément' was published 8 years later and is almost always lacking. These memoirs deal almost exclusively with finance. Martin Michel Charles Gaudin, duc de Gaëte (1756-1841), was placed at the age of seventeen in the office of the ministry of finance. In 1791 he was appointed one of the commissioners of the national treasury. He resigned office at the breaking out of the Terror and refused the portfolio of finance under the Directory contenting himself with being the general commissioner of the post office, but accepted it after the 18th brumaire from the hands of the First Consul. He continued to hold his office up to the fall of the empire, and during the Hundred Days. He assisted in the reorganisation of the administration of the system of finance. In the present work, published to defend his financial administration against attacks from the more ardent among the Legitimists, the Duc de Gaëte states that, when he first entered the ministry, the treasury only possessed in cash the miserable sum of 177,000 francs. He adds that on principle and from the first day he assumed office he pursued two main objects: first, to improve and consolidate (the national) credit by looking carefully after the interests of the creditors of the state; and second, to bring the ordinary revenue to the necessary level by taxes on consumption. He also successfully organised the system of collecting the taxes and the execution of the general land survey (Cadastre) by the law of the 15th of September 1807. Gaudin ranks as the author of the modern system of French financial administration, acting on the opinion he had expressed in his Notice Historique, that at the time of the outbreak of the revolution, the national assembly 'might easily have ameliorated the older system instead of destroying it' (Palgrave, ii, pp. 176/7). Gaudin is always described as honest, methodical and intelligent and proved to be one of the most capable financial ministers in French history, being responsible for all those Napoleonic measures which so splendidly restored the nation's shattered finances.Second work: Not in Kress; not in Goldsmiths; not in Einaudi. Philippe de Girard invented the machine for spinning linen along principles still valid today. He was awarded a million francs by Napoléon and, in anticipation started three factories. But due to political circumstances and the fact that Napoléon did not keep his promise, his factories, very succesful from the start, faced soon ruin and de Girard was imprisoned. Ruined and betrayed by two collaborators, he accepted an invitation by the Austrian government. He again set up a factory and was again succesful. When de Girard was awarded the gold medal given by the Société d'encouragement pour l'Industrie nationale, he returned to France. Despite his brilliant discoveries (de Girard was the inventor of many more novelties) and the intervention on his behalf by journalists, politicians and intellectuals, the government refused to give him any financial help or reward. De Girard died in 1845 and his niece continued to find a way to get the money once awarded to de Girard. Also Charles Dupin appealed to the government, but all to no avail. EUR 800

The Hanseatic League, an association of German towns which during the 13th and 14th centuries secured the entire trade of the countries surrounding the Baltic, exporting their produce to Germany, England, and the markets of western Europe, and carrying back the manufactured goods of the west and the special products of warmer climats. Monopoly was the watchword of the Hanseatic from beginning to end of their career; but while their policy enabled them, in the infancy of European nations, to amass wealth and gain power, their blind adherence to the same aims and methods in face of the discoveries, new economic views, and developed political life of the 16th century, led to the final destruction of their organisation. Each of the rival compagnonnages included artisans from various skilled trades, and they fought bitterly against one another for control of jobs. Their goal was mutual assistance, finding jobs for members, and helping apprentices to learn their trade. These organisations existed before the Revolution and survived the police state of the First Empire. During the Restoration, they benefited from official tolerance and regained a certain amount of importance, but they never reached more than an elite minority of the artisans and only in about a dozen trades. The principal ones were the Devoirants or Devorants, and the Gavots, also known as the Renards de la Liberté. EUR 150

Jobard, 1792-1861, had always been passionately interested in technology, social reform, and patents and copyright. Being himself an inventor and strenuous upholder of the maintenance of copyright, he published, besides many pamphlets on the subject, the above work. He introduced lithography into Belgium and opened an important shop. In 1839 he founded the Courrier belge and was appointed curator at the Musée de l'Industrie in 1841. Principles of Economics appeared in 1890, Industry and Trade in 1919, and finally, in 1923, the third volume Money, Credit & Commerce appeared. The postponement of this only treatise on money untill after he was eighty years of age was an extraordinary example of Marshall's hesistation in allowing his work to reach the world, especially since much of this material had been written forty years earlier. The importance of his writings is to be seen in the achievements of his pupils as a result of his teaching. In 1888 Professor Foxwell claimed that Marshall's pupils already occupied half the economic chairs in the United Kingdom. Alfred Marshall is one of the most perplexing of all great economists. He was the dominant figure in British economics from the 1890s right up to the 1930s. Alfred Marshall (1842-1924) was born in Bermondsey, a London suburb and died at Balliol Croft, his Cambridge home for many years at the age of 81. Professor of Political Economy at the University of Cambridge from 1885 to 1908, he was the founder of the Cambridge School of Economics which rose to great eminence in the 1920s and 1930s: A.C. The first edition appeared in 1734. Melon, though a metallist, quantity theorist, and exponent of other neomercantilist views, anticipated certain opinions of the physiocrats and the philosophes. He had been secretary to John Law and exercised considerable influence in his time. The depressed state of economic affairs during the period of the Regency (1715-1723) provided John Law with an opportunity to apply his theories, and contributed to the formation of the views of his onetime secretary, J.F. Melon, and of Melon's critic and Law's defender, Charles Dutot, cashier of Law's Company of the Indies. Law believed monetary control to be the key to the solution both of economic problems in general and -in so far as interested him- of the population problem. Dutot agreed in substance. Melon presented views which, though mercantilistic, are somewhat at variance with those of Law and which, according to E. Daire, reflect French upper-class opinion following the failure of Law's system (Spengler, French predecessors of Malthus). Melon's experiences were finally expressed with the publication of his Essai sur le commerce. 'A partir de 1734, une période nouvelle s'ouvre sous de meilleurs auspices. His views on demography were important: 'he held that the population which a kingdom can support increases in the same proportion as the grain supply expands. Melon suggested that there was alway an upper limit to the number of people which a state could support, but he did not consider this upper limit to be fixed, nor did he believe that population would always approximate this limit. Despite his approval of certain population-stimulating measures of colonial and domestic slavery (Melon defended slavery in the colonies on the ground that it was necessary to colonial development), Melon did not advocate the attainment of maximum populousness, saying that happiness and the achievment of a supra-subsistence level of existence were also important. Melon defended both liberty in consumption and the view, as yet uncommon and often under attack, that luxury is economically and morelly necessary and useful in a well-ordered society, serving therein as a growing source of employment, as a stimulus to ambition and solvent of idleness, and as a 'new motive to work'' (Spengler, French Predecessors of Malthus). Nicolas Denis François Brisout de Barneville was born in Rouen on October 7, 1749. His father had invented a machine for spinning cotton. Nicolas Denis improved this machine and was able to produce a very fine and delicate cotton with it. In 1787, with the aid of Calonne, he was able to get a place at the Quinze-Vingts. His machine in the meantime was able to produce chiffron of a much better quality than what was produced in the Indies. A machine was also available in Rouen but was destroyed in 1788 in a riot where also English machines were destroyed. Brisout was able to obtain from the convention 200.000 francs to built a chiffron factory. Dupont de Nemours, in his Lettre à la Chambre du Commerce de Normandie, pages 13-14, Rouen et Paris 1788, wrote: 'M. de Barneville est possesseur d'une machine à filer, qui a été inventée en France pas feu M. son oncle. Soit perfection de la Machine, soit habilité de la fileuse qui en fait usage, ou plutôt par les deux causes réunies, elle parvient à donner au fil un degré de finesse inconnu jusqu'à ce jour. On peut, dit-on, avec elle, tirer jusqu'à trois cent mille aunes de fil d'une livre de coton; les plus habiles fileuses de l'Inde n'en font que cent quarante mille aunes à la livre, que font tissues les plus belles mousselines de l'Asie. La machine de M. de Barneville pourrait donc être la source de la fabrication d'une espèce de mousseline entièrement nouvelle, dont le débit aurait lieu dans les pays riches, & sur-tout en Angleterre.' Parmentier's ideas and research caused an important progress in the quality and distribution of food, especially bread. 'Depuis les travaux de cet illustre savant, on a su faire un pain léger, savoureux, facile à digérer et salutaire' (Musset-Pathay). Frankly utilitarian in his scientific orientation, Parmentier in his life and work personified the best sentiments and aspirations of the Enlightenment. He was a member of many learned societies, he was admitted to the Academy of Sciences in 1795 and in 1801 was one of the founding members of the Société d'Encouragement pour l'Industrie Nationale. He was instrumental in founding, with his colleague Cadet de Vaux, the first government-sponsered school of baking in France, he evinced a strong interest in public health and was active in the movement to provide free smallpox vaccinations to the poor. Pierre Remond de Sainte-Albine (1699-1778), collaborator of the journal l'Europe savante and later working for the Mercure; he was also member of the Berlin Academy.An effort on behalf of the author to overcome the resistance of craft guilds to the introduction of rolled lead sheeting for roofing and gutters. Rolled lead had been in use in the UK since 1670. But the first mill to produce this product in France was established only in 1729 and met with considerable resistance from the guild of plumbers. This pamphlet defends the advantages of rolled sheet versus cast lead and also goes into a good explanation of manufacturing techniques (all illustrated). The engraver of the plates is identified as Dheulland, presumably G. Dheulland who worked on Belidor's massive hydraulic architecture book. EUR 400

In substance, this work is the German version of the work published in 1944 in Danish Investering og Rente. Erich Schneider's works were instrumental in narrowing the wide margin by which German economists had fallen below international standards during the Hitler era, but also even before that due to the dominance of the Historical School.Disappointed by the Historical School, he found encouragement with the important business economists in Frankfurt. To gain his own access to Walras and to modern economics, he subsequently studied mathematics. From 1925 until 1936 he made a living as a school teacher in mathematics, which enabled him to keep in close contact with Joseph Schumpeter in Bonn during economically hard times. He earned his habilitation in 1932, under Schumpeter's supervision, with work on monopolistic and oligopolistic competition. This continued to be his favourite area of research, ranking him among the important pioneers of the theory of imperfect competition.In 1936, Schneider was appointed professor of managerial economics at the University of Aarhus, Denmark, where he stayed untill 1945. It was in this period that he wrote his important contributions to the theory of production, investment and corporate planning which anticipated many later developments. With microeconomic problems as a point of departure, he found his way to J.M. Keynes who, together with Marshall, was to influence him much more than his mentor Schumpeter. Description with estimated dimensions of the suspension bridge (with cables of iron wire) over the river Galoire, in the department Isère. Later also used in the USA, among others for an iron passage on the Niagara.Marc Seguin, also known as Seguin aîné, was the eldest son of a small but prosperous manufacturer in the Ardèche. From his arrival in Paris in 1799 his interest in science and engineering was stimulated and decisively shaped through his informal contact with his grand uncle Joseph Montgolfier, the famous balloonist. After Montgolfier's death in 1810 Seguin, aided by his younger brothers, executed a series of succesful and innovative engineering projects. In 1825, at Tournon on the Rhone, he erected the first succesful suspension bridge in France to use cables of iron wire. After a brief attempt to establish regular steamboat service on the Rhone, the Seguin brothers organized the company that built France's first modern railroad, a line between Saint-Etienne and Lyons completed in 1832. Seguin retired to Fontenay in 1838. Marked both by numerous technical innovations and by shrewd economic planning, his engineering projects provide one of the earliest examples in France of large-scale civil engineering undertaken and financed by private companies. The preamble is edited by Turgot and is a wellknown manifest proclaiming the right to work, in fact the very first appearance of this notion of the right to work which was later taken up by Louis Blanc!, and one of the most interesting texts of the 'école physiocratique.' It calls for the suppression of the jurandes (the government of privileged corporations) and formed number 4 of six projects of edicts. The first aimed at the suppression of the corvée, 2, 3, 5, and 6 for the suppression of several regulations, duties, and offices interfering with the provision of Paris, and the present one. The edicts on the suppression of the corvée and the jurandes were the most important reforms Turgot aimed at and over these two the principal battle between Turgot and his enemies was fought. 'As an indirect consequence of the Reformation, some breaking up of the system of trade corporations had been more or less general in almost all countries. But in France, at the period we are touching, the old trade customs and laws still held almost unmitigated rule. Turgot then proceeds to make a declaration of the 'rights of industry', worthy of being placed alongside of the best declarations of political independence: 'God, by giving to man wants, and making his recourse to work necessary to supply them, has made the right to work the property of every man, and this property is the first, the most sacred, the most imprescriptible of all.' The Parlement was against the edicts but the King sided with Turgot and had them compulsorily registered by the Parlement at a lit de justice. Turgot had gained a victory, but by the victory he lost his ministry. The Parlement was exasperated by its defeat. His enemies drew reinforcements, from all sides, in order to crush the man who, because he suppressed some flagrant abuses, was accused, as usual in such circumstances, of 'unsettling everything.' A Grande dame of the Court is said to have expressed the general feeling of 'everybody' when she exclaimed: 'Why these innovations? -are we not well enough as we are?' Published in the 'Mémoires de l'Académie des Sciences Morales et Politiques', this report served as the basis for the second part of the Tableau de l'État Physique et Moral des Ouvriers employés dans les manufactures de coton, de laine et de soie, Paris, 1840. Louis-René Villermé (1782-1863), French physician and statistician. He obtained his medicial degree in 1814. His twofold interest in the laboring classes and in social and economic statistics led to a wide range of published works. He was elected a member of the Académie de Médecine in 1823 and of the Académie des Sciences Morales et Politiques in 1832. When the manufacturers of Mulhouse took the initiative in calling public attention to the child labor prevalent in the silk mills, the Académie des Sciences Morales et Politiques invited Villermé to an investigation of the conditions. His report served as the basis for the law of 1841 extending a measure of protection to children in industry. - Very good copy, with wide margins. EUR 600
