(CRUCE, E.P. A Paris, Chez J. Villery, 1623 (Paris, EDHIS, 1976). (12), 226, (16) pp. 8vo. Imitation leather. Goldsmiths' 529. The work is very rare: Van den Dungen counts fewer than a dozen copies known worldwide. Reprint of this extremely rare and important work, published in a limited editon of 150 numbered copies and 30 copies not destined for the trade and since long out-of-print. Le Nouveau Cynée 'is, in essence, an early plea for the settlement of international disputes by means of arbitration. It is also a condemnation of war on rational rather than religious grounds. 'Mit seinem Nouveau Cynée begründete Emeric Crucé den modernen Pazifismus ... So war Crucé der erste, der ein wirklich universelles Friedenssystem verfasste' (almost 100 years before the Abbé de Saint-Pierre's Projet pour rendre la Paix perpetuelle en Europe) writes Ter Meulen in his famous work; his colleague Christian Lange confirms this in his equally well-known study where he calls Crucé 'le prémier internationaliste véritable'. More recently, Hinsley had written that Crucé's book was, 'in the records of modern history, the first proposal for an international organization that was also a proposal for maintaining peace'.'This little work, in short, is of major significance in the history of peace writings, particularly as regards the idea of international organization. There is thus little cause for surprise to find that the two most famous collections of peace literature that exist possess a copy of it. Neither should it cause surprise to learn that a further two copies ... are to be found in two equally famous collections, this time of economic literature (the Seligman Collection at Columbia and the Goldsmiths' Collection at London). For Crucé is not only considered an early advocate of international arbitration, but equally the founder of the free trade doctrine in France ... To facilitate and increase international commerce he proposes the introduction of one currency in Europe, and one system of weights and measures, and the joining together of seas and waterways. Crucé insisted that the economic interests of nations were in peace, rather than war, but this would only become the accepted dogma of political economy one hundred and fifty years later, when Adam Smith published the Wealth of Nations ... One of the reasons commonly suggested of the long obscurity which befell this book is precisely its striking originality. Contemporaries hardly took note of the book, as its thesis appeared too unconventional, and the author's proposal unrealistic and utopian ... His patience bore fruit, (however,) and he is now regarded as the 'véritable précurseur du libéralisme moderne, ... sans doute le premier écrivain qui ait entrevu le rapport intime entre le commerce et la paix'. This estimate indicates that the absence of Crucé's work in the major collections on the history of economic literature might constitute a serious gap' (Peter van den Dungen, The Hidden History of a Peace "Classic": Emeric Crucé's Le Nouveau Cynée, p. 27ff). (4), 383, (1) pp. 8vo. Contemporary half calf, spine gilt. INED 1329. First edition. 'Philosophique et historique. Quelques-uns des événements politiques européens des dernières années, suggèrent à Delisle des réflexions de droit international et de science politique' (INED).Jean Baptiste Claude Isouard, writing as Delisle de Sales, published in 1766 his De la Philosophie de la Nature which caused a scandal for professing atheism and nihilism. The work was condamned to be burned, the author imprisoned and the censor exiled. Delisle filed for appeal and was supported by the whole circle of the philosophes who saw in him the champion of the liberty of thought and expression. The work is apparently very scarce. Isouard spent the rest of his life trying to earn himself a reputation as a writer and philosopher and his production of works dealing with a variety of subjects is impressive. EUR 600

(LOUIS XVI.) (Drop-head title). (At end:) A Paris, Chez P.G. Simon, 1779. 2 pp. 4to. Actes royaux, vi, 40123. Apparently some uncertainty exists about the exact date of the outbreak of hositlities: as the king of France was insulted by the capture of two of his fregats (la Licorne and la Pallas) on June 17, 1778, this is considered to be the exact date of the outbreak of hostitlies. It is not quite clear why almost a year later this needs to be established: the text states: " ..... qu'il s'est élevé des doutes sur l'époque à laquelle doit être fixé le commencement des hostilités, & qu'il pourroit résulter de cette incertitude des contestations préjudiciables au Commerce", but the how and why remain unclear. Bourgeois & André 3212; Sabin 75477; Camus 238; Brunet 2375; Querard 369; not in JFBL; not in European Americana. Only edition. Although an independant work, it forms an indispensable addition to the Corps Diplomatique by Dumont et Rousset and is an indispensable source giving much valuable information on the European peace treaties and other negociations from 1570 till the late 17th century. The work by Dumont & Rousset lacks all the secret treaties, it does not contain translations of foreign texts, no historical notes, no comments and copied texts are not always exact. Of particular interest is the appendix to volume II which gives the complete text of the Treaty of Westphalia. This appendix is rare and hardly ever mentioned in the bibliographies. Also dealing with America, Africa and the East Indies as many of the European wars and treaties of the period dealt with overseas colonies and overseas trade. - With bookplates of G. The present work contains their correspondence from January to August of 1598, together with a journal relating to the negotiations, written by the secretary of the Cardinal of Florence, all relating to the peace of Vervins. This treaty, signed on 2 May 1598 effectively re-established the treaty of Cateau-Cambrésis of nearly forty years before. The Spaniards agreed to abandon Brittany and Calais, together with their conquests along the Netherlands frontier. France, therefore, had recovered her territorial integrity, and the period of Spanish intervention had been brought to a close. - Second volume with waterstain, small wormhole in lower blank margin of last 30 pages. Shortly after the revolution began Brissot launched a daily newspaper, Le Patriote Français, which was to become the chief organ of the Girondists. He soon made his influence felt in revolutionary circles; and in the Legislative Assembly and later in the Convention he became one of the recognized leaders of the Girondists, who were also called Brissotins. He was particularly influential in the precipitation of the foreign wars, through which he hoped that revolutionary doctrine would be disseminated. Conlon 64:768. First edition. - With the bookplates of Lord Lilford and Library Lilford on the front paste-down, and the bookplate of William Hartcup on recto of the first free frontpaper. The Chevalier Eon de Beaumont, after brilliant studies, entered, in 1755, into the services of the King on instigation of the Prince de Conti. What Eon entered into was the 'Secret du Roi, service de renseignements qui, dans l'ombre, doublait la diplomatie officielle.' Thus Eon started out on missions commissioned by the King. After very succesful missions to Russia, and after courageous behaviour during the Seven Year's War, Eon gets slowly on into difficulties with certain circles at the Court, notably Madame de Pompadour, the duc de Praslin and the Comte de Guerchy, 'protégé de Praslin et de la Marquise'. His troubles get worse after rumours that he actually is a woman, and after the death of Louis XV, Louis XVI, informed about the 'Secret du Roi' wants to see all documents still in the hands of the Chevalier back. The final settlement is that Eon returns as a woman. It is one of the strangest outcomings of ugly negociations over important and compromizing papers and the Chevalier whose financial demands in exchange are exhorbitant. Interestingly enough, Eon had dressed and had presented himself as 'Mademoiselle Lea de Beaumont' on his first mission to Russia. EUR 1000

Among the texts are: Traité entre le Roy Louis XIII et Charles I, Roy d'Angleterre, pour la restitution de la Nouvelle France, l'Acadie, le Canada, et des navires et marchandises pris de part et d'autre. 1632. A Québec le 22 de Mai 1666, and furthermore, treaties with Tripoli, Marocco, the Ottoman Empire, Siam, Algeria, Tunesia, etc. The work covers the period 1435-1692.This massive compilation is the first major collection of French treaties, beginning in 1435 and running to 1692, including many treaties relating to America. Many important French state papers appeared here for the first time, especially ones from the 15th and 16th centuries. It was not until the early 17th century that published versions of treaties began to appear simultaneously with the event, and even then treaties between kings were often secret, or contained secret sections, for decades. Thus, the Leonard set offers either first or very early printings of many documents of the greatest importance, inlcuding a number with importance for the Americas. The NUC entry for this work describes it in six volumes and locates five sets. Sabin states the work consists of six regular volumes plus two additional volumes of twenty-nine treaties with separate titlepages for each, covering treaties from 1697 to 1719 which were published much later, in 1719. This set includes the original six volumes published in 1693, and is complete in and of itself. Frances Davenport identifies eleven for which the Leonard set gives the first or first French printing between 1556 and 1684, as follow: Davenport 20. Treaty between France and Spain, 1556, by which the French agreed to stay out of Spanish America and the Spanish agreed to leave alone French fisheries off the North American coast. Davenport 22. Treaty between France and Spain, 1585. A similar agreement to keep France out of the Indies. Davenport 26. Treaty between France and England, 1603. This treaty was made while England and Spain were still at war, and arranged for the French and British to take concerted action, with England raising a fleet to attack the Spanish New World dominions. It became a dead letter when James I made peace with Spain the next year. Davenport 29. A defensive alliance between the Netherlands, France and England, in which the latter two agreed not to interfere with Dutch trade in the New World. Davenport 32. Treaty between the Netherlands and France, agreeing not to interfere with each other's trade in the New World. Davenport 34. Treaty between England and France, settling the brief war between the powers of 1627-28. In this war the British had seized much of New France, including Quebec, which was restored with the peace. Davenport 36. Treaty between Great Britain and France (St. Germain-en-laye). This treaty followed up Davenport 34, above, and called for the specific restoration of all of Canada; England gave up Nova Scotia reluctantly, and only in the face of French naval superiority. Davenport 37. Treaty between France and Portugal, 1641. Portugal, having won independence back from Spain, agrees to cooperate with the French and Dutch against Spain in the New World. Davenport 68. Agreement between Spain and the Netherlands, made by Spain in an attempt to defend its New World possessions. Davenport 73. Cessation of hostilities in America between France and Sweden on one hand, and Denmark and Brandenburg on the other, 1679. This war had involved battles between the West Indian possessions of all powers, and restored the status quo while allowing free trade in West Indian ports. Davenport 77. Treaty between Spain and France, 1684 (Ratisbon). This treaty supposedly brought peace between the Spanish and French throughout the world, but was really a screen by Louis XIV for his incursions on Spanish dominions in the New World. A Amsterdam, Chez Meynard Uitwerf, 1748. Titles printed in red and black. With title-vignettes. 2 volumes in 1. (20), 296, (16) pp.; (4), 278, (14), (4, publisher's catalogue) pp. Small 8vo. Contemporary marbled calf, spine gilt with raised bands, gilt letteriing, red edges, slightly worn. Tchémerzine-Scheler, iv, p. 247; Camus 246. This is an unauthorized edition published by the Huguenot Rousset, a stipendiary of the Dutch governement. He added an enormous commentary of his own, highly critical of Mably. Rousset acknowledged the usefulness of the compilation, but constantly castigated its author for his biases against the Dutch and the Austrians. In his eyes mably was plainly an agent of Versailles, inspired by the raison-d'état principles of Richelieu and Colbert. ' ..... Mably had assembled summaries of the major international treaties and agreements of the past century. This was published, with the explanatory notes, in two volumes in 1746, as Le Droit public de l'Europe, ..... It consists of résumés and citations, together with a considerable explanatory apparatus, of the chief international treaties and agreements among the major European powers, from Westphalia onwards. As such, the first edition of the Droit public is a virtual history of international relations from 1648 to 1740. (......) Mably's handbook was a model of clarity and rational exposition, and it met with instant success, not only in France, but abroad as well' (Johnson Kent Wright, A Classical Republican in Eighteenth-Century France. A La Haie (Paris), 1757. viii, 278 pp. 12mo. Contemporary marbled calf, spine gilt in compartments, label with gilt lettering, red edges. Tchemerzine-Scheler, iv, 249; INED 2990; not in Kress; not in Einaudi; not in Goldsmiths; Higgs 1601. One of two editions published in 1757, the other edition being printed in Amsterdam in 8vo. The present work was intended as a long 'introduction' to his earlier published work Le droit public de l'Europe, published in 1746 and revised in 1748 and 1764. - Fine copy. 'Mably's writings on diplomacy were of course deeply marked by the record of French performance in the international arena (.....) - the striking failure of the Bourbon monarchy, for over a century, to achieve any rational strategic goals, or even to maintain its position relative to its principal rivals in Europe.' The chief strategic goal was to maintain its position against Spain and England. This policy barely survived the adventurism of the War of the Austrian Succession -the period of Mably's own involvement in French diplomacy - which produced minimal gains in Europe and ominous setbacks in the rest of the world. (.....) The present work is Mably's balance sheetof the record of international relations in Europe in 1757, summarizing the lessons of his diplomatic work. (.....) Far from being a mere handbook for diplomats, the work is a sustained critique of the whole practice of modern European warfare, of the type whose greatest example was to be the Seven Years' War.'Mably argues that it is pointless for any European power, of whatever rank, to undertake a project of purely military expansion the main reason being that there was no longer anything to be gained from war. Power in postfeudal Europe was the result of wealth, wealth was the result of commerce-and commerce depended on peace.Mably's goal was to try to found a rational science of diplomacy, making it into an effective tool of political agency-exactly what it had never been, in his eyes. The work furthermore contains a direct attack on commercial ideology, of the type that occurs again and again in his mature writings. The question first arises in chapter XVII of the Principes, whose subject is commercial treaties between states and what follows is essentially a dialogue with David Hume, whose Political Discourses on the 'vulgar subjects' -the phrase is Hume's- of commerce, money and trade had appeared in a number of French editions after 1752. MARAT, (J.P.) A Paris, Chez Rochette, 1790. With engraved portrait as frontispiece. 155 (misnumbered 157) pp. 8vo. Modern half morroco, spine with raised bands and gilt lettering, top edge gilt, corners. Bougeart, p. 367; Martin & Walter 22850; INED 3053. Second edition, the first being published in 1780 in Neufchâtel at Marat's own expenses. Both Bougeart and Martin & Walter list the edition offered here. According to Cheveremont, in the Index du Bibliophile, the first edition is 'introuvable dans le commerce.' 'Droit criminel. (INED). Marat here argues, among other things, that the king is merely the first minister of the law; he speaks only in its name and, should he exceed his legitimate power, may justly be resisted by his people. (See for an analysis: Louis R. Gottschalk, Jean Paul Marat. A Study in Radicalism, pp. 22-24).Jean-Paul Marat (1743-1793), radical, editor, Montagnard deputy to the National Convention. He was one of the foremost radicals of the Revolution, notorious for his denunciations of conspirators, his calls for popular violence, and his advocacy of a dictatorship.Marat's treatise is divided into four parts. The first one, a discussion of the general principles of criminal laws shows him to be a follower of Beccaria, whose treatise Dei delitti e delle Pene (1764) had revolutionized penal law. In the second chapter he classifies crimes and punishments, then considers different forms of proof, and in the fourth and last section presents the rules of judicial procedure. Comparisons with the legal codes of other countries, amongst them Japan and Russia, help to illustrate his enlightened viewpoint. Marat maintains that the rate of delinquency within a society depends on its economic situation. This outline of criminal law was partly incorporated into the penal code adopted by the Emperor Joseph II. EUR 1400
